Roman Park – Survey

In December 2021 the Parish Council successfully applied for a grant for an outdoor fitness zone at the Roman Park. This was successfully installed in April and has now been in place for just over 6 months.

A condition of the grant application is that we provide feedback on the project, we therefore need your help to give this feedback.

By providing feedback it will ensure that we can apply for further grants in the future and we are interest to hear your opinions and get your ideas for future projects.

Update from the Woodland Trust – Credenhill Park Wood

We are about to start some tree felling work along the tracks and the work will last about 3 weeks. They will be removing planted conifer trees close to the edge of the tracks and taking out ash trees that are dying from ash die-back disease.

We will also be improving the footpath from the car park in October, to make it more accessible for visitors with mobility scooters and to stop water from pouring down the path when it rains.

The dog poo bin is being well used and I’m going to have to increase the collection to weekly, as it seems to be very full on a 2-weekly collection. Unfortunately some people are still leaving bags in all the old places, even within a few meters of the bin!

Next year we will be replacing sections of boardwalk around the wood and some of the rotten benches. I am still looking for a grazier who is willing to put some cattle in the hill fort to graze it down over the summer. In case you of the PC might know anyone locally who might be interested?

Change of Meeting Date

Following the sad news of the death of Her Majesty Queen Elizabeth II, we have postponed the Parish Council meeting originally planned for the 14th September 2022. This meeting will now be held on 28th September 2022, full details here and agenda here.

Section 243 of the Local Government Act 1972 excludes days of mourning for clear days calculation purposes – it is the period of notice that is affected. Had the three clear days’ notice for a council meeting not been completed by [the day the period of mourning began], the next day to be counted is [day after funeral / mourning period ie Tuesday 20 September].

We know everyone in the parish would join the Parish Council in extending our sincere condolences to the whole Royal Family at this very sad time for us all.

The implications of the Local Plan Consultation on Credenhill

Herefordshire Council are consulting on the Local Plan 2021-2041 Place Shaping Options from Monday 13 June to Friday 29 July 2022

The new Local Plan will determine growth and development in Herefordshire over the next 20 years. Place Shaping explores options on areas for new housing and employment across the county.

What does this mean in simple terms to the Parish of Credenhill?

Simply: at least 165 houses in addition to those already planned; but we do not know how many more at this early stage.

Why “at least” 165 more houses in Credenhill?

The current policy has a target of 149 houses for Credenhill; with the Orchard House development (67) and the land to the north east of the school (100) plus those already built and a few smaller plots we will exceed our existing target by 45 houses. The current policy assumes growth spread evenly accross the county; this policy is changing.

Work has been completed by Herefordshire Council to assess how sustainable a village/town/parish/city is within the county; using this assessment areas not seen as sustainable are removed from the model meaning that the sustainable areas will take on a higher proportion of the housing requirement in the county. Credenhill has been assessed as a sustainable parish both in the county model (Option 1a) and within the Hereford City area (Option 1b) – therefore both models being considered include Credenhill.

The county has been set a target of 17,000 additional houses by 2041 by government (based on a population growth model), this is an additional 20.5% of houses. If we assume the current policy of proportional growth then 20.5% of the 802 houses in Credenhill is 165 houses.

Because the options being considered apply the growth to just the sustainable areas and excludes other areas then the figure of 165 can be considered a minimum. We also do not know if those houses which are approved to be built will be build so we think we will have built 45 more houses from the previous target – will we get this taken off the new target?

Looking more realistically at the available land in the parish it may be possible to reach this adjusted target of 165 less 45 = 120 additional homes however any more than this will mean developing on Flood Plain, Farm Land, Woodland, Green Open Spaces or Sports Fields; all of which have significant benefit to remaining as they are.

In the Place Shaping consultation the Parish Council have said that Credenhill should be removed from the sustainable settlements list and should have a target based on growth through land made available from developers through the “Call for sites” exercise.

The Annual Canvass is in progress!

This year’s Annual Canvass has started. Over the course of July we will be contacting all 89,000 households in Herefordshire to check their details for the Electoral Register, as required by law.

We will be sending over 50,000 communications via email and text message where possible, and posting out hardcopy forms as necessary.

Last year we received a number of queries as to the authenticity of the email domain. The email will arrive to electors from herefordshire.electoral.services@notifications.service.gov.uk and will contain a link directing them to the online web response (https:www.elecreg.co.uk/hfds-e). This email is genuine and the link is safe to click.

There will be two separate letters going out:

  1. One that requires a response under any circumstances. We believe there might be updates and changes in these households. For any households who do not initially respond, we will be chasing further – including sending a canvass form with a pre-paid envelope and, if no response, knocking on doors as necessary.
  2. One that requires a response ONLY if the details we already have are incorrect. We believe there are no changes to report in these households. This letter is only sent if we have been unable to get a response using emails and texts.

As a response is not necessarily required, all we are asking the public to do is to please read their correspondence carefully and follow the instructions.

We are of course promoting responses (where required) by internet but are well aware this is not for everybody, so we have telephone and SMS options for them.

Appointment of Street & Grounds Cleaner Employee

Further to the recent recruitment exercise we are pleased to welcome Emma Jones to the team.

Emma already runs 2 voluntry groups that opporate in the parish: Credenhill Bloomers Group and Hereford Clean Up Group and is very passionate about improving the environment and spreading awareness of environmental issues.

Going forward we will be working with the Schools and Businesses to improve areas of the village outside of our control and to educate youngsters about the environmental impact of litter and dog fouling. We will also be increasing our social media presence to make people aware of problem areas and will be actively reporting dog fouling to Herefordshire Council to increase Dog Warden activety in the Parish. As a result, we hope to see reductions in the volumes of litter and dog fouling in the parish.

We hope that you will all join us in wishing Emma good luck and supporting her in her new role.
